三、淮北市简介
淮北市是一座新兴的能源城市，始建于20世纪的60年代。淮北市地处淮河水系上游，东经116°23′-117°23′，北纬33°16′-34°14′，属北方型大陆性气候与温润性气候之间的季风气候，气候温和，四季分明，无霜期220天。淮北城区依山傍水，总面积2741平方公里，人口221万。
淮北市紧邻长三角，承东启西，接南连北，位居由20座中等城市所组成、总人口近2亿的淮海经济区的中心，腹地广阔，是沿海资本进入内地市场的黄金位置。
淮北是重要的交通枢纽之一，交通便利快捷，符夹、青阜铁路交汇于此，北接“欧亚大陆桥”陇海铁路，东连中国交通大动脉的京沪铁路，连霍高速、京福高速穿境而过，周边有南京、合肥、郑州、徐州4个航空港，距中国深水良港连云港仅200公里，是安徽省距出海口最近的城市。淮北交通便捷，具有东临黄海，西连中原，南达淮河，北接齐鲁的独特区域优势。

经过几代人的努力，淮北市已发展成为全国十大煤炭基地之一，全国重要的粮食生产基地，全国卫生先进城市，全国园林绿化先进城市，全国创建文明城市工作先进城市。

作为一座煤炭资源型城市，淮北在工业化和城市化的过程中，不可避免地承受着资源开发和工业污染所带来的生态压力，因采煤塌陷形成的塌陷区，曾经是困扰淮北城市发展的一大难题。
淮北从20世纪90年代末开始，利用城市规划区内塌陷形成的湿地，逐步建成了南湖湿地公园、东湖湿地公园，新鲜湿润的空气借助东南季风进入失去，大大改善了城市的生态环境。
淮北市坚持以人为本、生态优先的城市建设理念，有力地推动了城市社会环境的协调发展，形成了山水园林城市格局。淮北目前城市绿化覆盖率高达39.3﹪，拥有城市公共绿地面积818.86公顷，城市绿化覆盖面积2262.50公顷。生态农业，是近年来淮北经济又一道亮丽的风景线。
“城区园林化、广场绿地化、城郊生态化、山水一体化”的创建目标，将这座著名的煤城洇染成绿，青山南北开，六水绕城过，城在绿中建，人在花中行。

Introduction to Huaibei
Huaibei, a newly rising city of energy production, was founded in 1960s. It is situated at the upriver area of the Huai River water system, and its geographic position is longitude.116°23′-117°23′ east and latitude.33°16′-34°14′ north. Accordingly, Huaibei has a monsoon climate, in between the north continent climate and warm, humid climate, which is characterized by temperate weather and distinctive seasons. And its frost-free period measures 220 days. Huaibei possesses a total land area of 2,741㎞2and with a population of 2210000.
Huaibei borders the Yangtze River Delta to the east and servers as a stepping-stone connecting the north to south as well as linking the east with the west. It is located at the heart of the Huaibei economic zone which is home of 20 middle-scale cities and a total population of 200 million, and just at the gateway for the capital from costal area to enter a vast hinterland and a huge potential market.
Haibei is also an important player in the regional transport network. At the junction of the Fujia and Qingfu railways, it connects, to the north, the Longhai railway,known as the Euro-Asia Continental Bridge, and to the east, the Beijing-Shanghai railway, and a major transport artery of China. Moreover, it is facilitated by two inter-province highways, namely the Lianhuo Freeway and Jingfu-Freeway. Not far from Huaibei, there are four airports situated respectively in Nanjing, Hefei,Zhengzhou and Xuzhou. As the nearest city to seaport in Anhui Province, it is only 20 kilometers away from China’s major deepwater harbor Lianyungang. With such superiority in transport, Huaibei has the convenience to reach the Yellow Sea to east, and the midland to the west, Huai River to the south and Shandong to the north.
Considered as one of the biggest energy bases in east China, Huaibei has four big coal fields: Suixiao, Suzhou, Linhuan, and Guoyang. Its perspective coal reserve amounts to 35 billion tons. And its coal resource is of high quality and wide variety.
Huaibei has solid industrial foundation and its five traditional pillar industries, namely coal, power, spirits-making, textile and building material manufacturing, have constantly been on the upgrade. Electronic foil material, bio-pharmacy, fine-chemical industry and other high-tech industries are making headway steadily, forming a modern industrial system of multiple criteria.
In 2012，Huaibei city achieved gross domestic product of 62.05 billion Yuan. Its fiscal revenue broke through 10.11 billion Yuan. Designated industrial enterprises of Huaibei city realized added value of 49.04 billion, with an increase of 17.4% over Year 2011. The gross retail sales of consumption goods achieved 17.17 billion，with an increase of 15.8% over Year 2011. The foreign trade export value was 350 million Yuan, with an increase of 73% over Year 2011. Thesales-output ratio of industrial products always ranks the first in Anhui Province. Industrial enterprises above designated achieved the profit of 8.23 billion，with an increase of14.6% over Year 2011. The total export of foreign trade value is 310 million dollars, with an increase of 63%.
Thanks to the efforts of four decades, Huaibei has become one of the top ten coal production bases of China and an important national-level grain production bases. It has also been crowned with the national-level titles, such as the national clean city, the national garden and greenery city and one of the leading cities of China for civilization construction.
The Twelfth Five-year is a crucial period for the development of Huaibei city. The central government has adopted a policy to revive the midland of China and support the transformation and upgrading of China’s energy cities. Industries, technology and capital are moving from the coastal area to inner land in an accelerated manner. And especially the provincial government attaches great importance to development strategy of Northern Anhui Province. Huaibei city shows its key position. During this crucial period, Huaibei city will centre on two objectives of being the pilot city of Northern Anhui Province and national civilized city. Huaibei city determines to double the original capacity in the following five aspects, such as regional outputs, revenue, and investment in the fixed assets, urban per capita disposable income and rural per capita net income. And Huaibei city is willing to achieve overall objectives of the increment speed in regional outputs, revenue, urban per capita disposable income, rural per capita net income and levels of industrialization and urbanization.
As an energy city of coal mining, Huaibei city, in the process of industrialization and urbanization, inevitably suffers the ecological pressure resulted from mining and pollution. It has once been agonized by the ground sinkage caused by coal mining.
Since the end of 1990s, Huaibei has built up the South Lake Wetland Park and East Lake Wetland Lake in the sunken area in the vicinity planned to be urbanized.Fresh and humid air is transported by the southeast monsoon wind into the urban area, and the ecological environment of the city has been improved greatly and pleasantly.
Huaibei adheres to the people-first and environment-friendly principle in its urban construction, and effectively pushes forward the social development and environmental protection in a harmonious manner. A picturesque garden city structure has been emerging in Huaibei. At present, its greenery rate reaches 39.3%,the urban public greenery area covering 818.86 hectares. And the total urban greenery area covers 2262.50 hectares. Eco-agriculture becomes another highlight of Huaibei’s economy in recent years.
Having set the goal to build a garden city with green lawn squares, ecologically balanced suburb, and mountain-water-integrated landscape, we are striving to transform the coal producing city into a city embraced by green mountains and clean rivers, and into a city in which construction is undertaken in greenness and people are living among flowers.
Built upon and thriving for coal, Huaibei City is managing the overall economical and social development with a scientific perspective of development. With development as the theme, industrialization as the core, opening as the main strategy, reform and innovation as the driving force, and transformation of growth pattern as the main thread, it is grasping the opportunities resulted from the national policy of reviving the midland and Anhui’s eastward strategies. And it is making remarkable progress and stepping into a golden age of economic development. Viewed at a distance, the newly rising city appears green, dynamic yet harmonious. Huaibei city in the future will be a new modernized industrial city, which has great economic strength, beautiful ecological environment, superior happiness index and high level of civilization.
